Has anyone had the experience of moving from one district to another, having to change the address on their res. card? We have differing processes from Bulgarian friends, It also involves changing to a new health district, which cannot be done without changing res. card first! Rather bad timing for Moonlady, who is hospitalised ( doctor from previous address has transferred docs to doctor in new district, who is on holiday abroad!) Technically (but not realistically) she should change address on res. card, change health registry address. 2 return trips to Plovdiv. She is in a Plovdiv hospital awaiting op on Monday!

Any advise, though now not urgent, would be appreciated.

It's a slightly tricky question - this being BG and all!

According to Article 8 of Directive 2004/38/EC, all that is required is for you to inform the authorities of your new residence and they will issue a new card. Of course, what SHOULD happen isn't necessarily what suits some bored Jobsworth, so you may well have to jump through a few hoops to amuse them and waste your time; citing the Directive MAY help - or it may just annoy them. And that's without raising the question of Transposition of Directives! Very Happy

Of course, there's also the possibility that all bets are off anyway, come Brexit, and that residence cards issued to newly-non-EU citizens will become invalid overnight.... Wink

I went into Yambol immigration office and asked this question just 3 weeks ago, as I'm renting at the moment they just printed off a declaration in Bulgarian that I had to give to my landlady to sign, provide a photocopy of my passport and residence permit and that was it. I would assume if its your own home you would just take the deeds to your house in and give them the copies but of course this is Bulgaria!

You may find that SOME offices will demand a notarised document from the owner of the property, if you're renting. Under EU law this is illegal, as it means that citizens of other EU states are treated less favourably than Bulgarians (or citizens of whichever country tries to make you do this).

As usual, if they won't listen to reason it's easier to just give them what they want: life is too short to fight too hard with jobsworths in any country.... Cool
